Stormwater Management Program
The Alabama Department of Environmental Management (ADEM) has jurisdiction over permitting and enforcement of the Municipal Separate Storm Sewer System (MS4) Program within the State of Alabama. On October 1, 2021, ADEM reissued the City of Tuscaloosa’s MS4 Phase II General NPDES permit ALR040021. This permit requires that the City implement and enforce a Stormwater Management Program (SWMP) designed to reduce the discharge of pollutants from the City’s MS4 to the maximum extent practicable and to satisfy the water quality requirements of the Clean Water Act.
The Office of the Engineer ensures compliance with the stormwater quality requirements contained within the MS4 Phase II NPDES permit. To meet the requirements of this permit and stormwater management objectives, the City of Tuscaloosa developed and continually maintains a Stormwater Management Program Plan (SWMPP) that outlines the City’s MS4 Program control measures and goals. The Plan summarizes the procedures used by the City to prevent nonpoint source pollution through stormwater runoff in its jurisdiction.
To attain its goals, the City of Tuscaloosa’s SWMPP focuses on the following five minimum control measures:
- Public Education and Public Involvement on Stormwater Impacts
- Illicit Discharge Detection and Elimination
- Construction Site Stormwater Runoff Control
- Post-Construction Stormwater Management
- Pollution Prevention/Good Housekeeping for Municipal Operations
