
The Office of the City Engineer performs site inspections on priority construction sites at least once per month to meet the requirements in our SWMPP and ensure compliance with the City’s Stormwater Phase II Ordinance.
If a site is in violation of the Stormwater Phase II Ordinance, the Inspector will begin escalating enforcement against the job site.
The Escalating Enforcement Procedure is as follows:
- Verbal Warning – A notice to the owner, project engineer and contractor is issued via on-site communication and/or email. The Verbal Warning describes the nature of the violation and include photo documentation identifying the violation of concern.
- Corrective Action Notice – A notice to the owner, project engineer and contractor is issued via email and a sign is posted on site. A Corrective Action Notice is issued if the violation has not been corrected after a Verbal Warning has been issued or if a site is in repeated violation of the Stormwater Phase II Ordinance.
- Stop Work Order – A notice to the owner, project engineer and contractor that all work on a job site must cease until all violations have been corrected. The only work allowed to be performed under a Stop Work Order is the repair or installation of appropriate best management practices (BMP) and the cleanup of any sediment that has left the construction site. The Stop Work Order will not be lifted until all identified violations have been brought into compliance.
